Hi Carol
I think it is probably a security/vulnerability/confidence type issue. I adopted an exceptionally nervous collie about 3 years ago - it was at least 18 months before he would wee on his walks & he still prefers to save doing a pooh until he gets back home. Fortunately if we go away he seems to know that we are not coming home & as he doesn't have the choice of his own garden, elsewhere will do.
I had the same problem with my older boy as a pup but it sorted itself after about a week & once he got the hang of it, he never looked back.
Will the pup toilet in your garden if you have one & find this acceptable? The smell of another dog may help if that's a possibility.
Other than that all I can suggest is to ensure you are relaxed on walks as if the pup is picking up your tension & frustration it may inhibit hom further

Hi Liz ..no she won't wee anywhere ,she smells the area but does nothing ..she only does it in her own tiny bit of garden & yes she is a very nervous dog as soon as she 's out of her house her fur is up & she'll bark at anything & jump back it's as if she's been in a coma for 4 year & everything frightens her ..saying that she's very clever the runt of the litter ..she went up stairs before her sisters & even jumped over the baby gate going upstairs ;D ..i''ll be taking her for walks next week on her own to try & get her used to the big wide world ....thanks at least i know shes not the only frightened dog now ;D with a problem

Sorry to hear this, poor wee mite really does sound scared Try lifting her poo and putting it in your own garden - she will know it is hers and might realise that she can go there too. Often they have only been trained to go in their own garden and don't know they can go elsewhere, made worse if they are nervous. Can you walk with another dog that she feels confident with? When they toilet, it might encourage her... Also, sounds silly, but try finding a child's t-shirt that fits her - snugly but not too tight. Based on the Tellington Touch principles, can really help with their confidence. Put it on her for walks {as long as it's not TOO hot} and in situations where she would be nervous. You can also gently lift her tail, again something that makes them feel more confident. Dr Bach Rescue Remedy drops - 4 drops in the water bowl, or 2-3 in the mouth {be careful with the dropper} can help with anxiety too. You can obtain something called Zylkene from the vets which helps them relax, but you can also obtain it in the form of an homoeopathic remedy from www.gentletouchremedies.co.uk {although not at the moment, they are away on holiday!} {I have a very small Cavalier who was attacked by a Golden Retriever and these have helped her}

Well thanks for the advice everyone ..i said to the son put something in the cage of his for when she has to go in it ,she ripped another part of their carpet he was outside for a couple of mins & thats all she needed so she has seperation anxiety as well ..she has gone out with her sisters & just ran round playing but did nothing untill got back home , she will go for walks it's not easy with a young girl in a stroller though ,we had them last night for tea so we had 3 dogs altogether 2 just mentel running round although it is helping my dog get used to them ( she doesn't like any dog normally ) but i will try puting on a little t shirt of the little girl who adores her dog & next time i have her for the day i'll transport her poo (never thought of that ) to my house ..thanks all ..iv'e never had problems like this & she's the only one of the 3 sisters that has problems like that (daughter & her friend have one as well )
