The important measurement is around the circumference of the dog's chest at its deepest point a little behind the front legs. The measurements given for trail harnesses are the actual chest size, and will adjust a few inches smaller, but not necessarily larger. Therefore, if your dog measures 24" around the chest, and you may want to allow for fitting it over a coat, or the dog is likely to put on weight, go for one a bit bigger, such as a 26" or even a 28", if still growing.
